A coronary calcium score is a good way to assess someone’s risk. This is a cheap test that usually takes < 15 minutes and is available in most hospitals as an outpatient. If you have that test and the result came back close to zero the risk of an MI is quite low in which case one could argue there is little if any benefit of taking a statin.
